Mayor and Council

The Mayor and Council are responsible for setting policies for the City of Altoona with input from the citizens. The Council meets by ordinance the first Monday of every month. However additional meetings are added as needed with the council currently meeting the first and third Mondays of the month at 6:30 pm at City Hall located at 407 – 8th Street SE in the council chambers.

JM Skip Conkling

The Honorable Skip Conkling is currently Mayor of the City of Altoona. Prior to this, he served on the Altoona City Council for 16 years. He is currently a commissioner on the Des Moines Area Regional Transit Commission, as well as a member of the Metropolitan Planning Organization, Metropolitan Advisory Council, 2030 Transportation Task Force and the Convention and Visitors Bureau Board of Directors. Previously, he had been a member and EMS training officer of the Altoona Fire Department., and served on the Care Review Committee of the Homestead. He has also been active in seminars and training for elected officials for Homeland Security and Emergency Management. In his professional life, he is a licensed Master Plumber, Master Mechanical and Master Electrician. Three years ago, he sold his heating and cooling business of 42 years. He and his wife Jeanie reside in Altoona and enjoy the many activities provided by their ten grandchildren. Term Expires 12-31-15.
 
Mike Harmeyer

Kyle Mertz

Kyle is serving his first term on the Council. He currently serves on the Metro Advisory Council (Executive Committee Member), Metropolitan Planning Organization, and STP Funding Sub-Committee.

Kyle works at Frank Berlin & Associates, an employee benefits consulting firm. He serves as a board member at Wildwood Hills Ranch and the Altoona Community Foundation. He has been involved with Junior Achievement, Big Brother Big Sisters, and the AAU Junior Olympic Games. Kyle is a graduate of the Altoona Leadership Program, The Greater Des Moines Leadership Institute, and was selected to the Des Moines Business Record's “40 under Forty” class in 2010.

Dean O'Connor

As the president and co-owner of Larry's Window Service, Inc. for 22 years, Dean O'Connor oversees operations and sales of a business serving both the residential and business communities. O'Connor recently was elected to the Altoona City Council.

O'Connor earned his Bachelor of Arts from Ambassador College. Over the years, he's served many organizations, including: Altoona Youth Soccer Association, coach and board member; Building Owners & Managers Association, board member; Altoona Parks Board; Altoona Community Foundation Board; S.E. Polk Booster Club; and Committee to Build Altoona Spring Creek Sports Complex.

Four years ago, O'Connor planted a 640-square-foot native Iowa prairie area in his backyard and it is now a small thriving Iowa Prairie. In his free time, he enjoys watching English Premier League Soccer and playing golf.

Dean is married to wife Dawn and has two sons, Tyler and Tanner.

Joe Riding has been a councilperson for 6 years. He is currently serving on the MPO Board and Council Liaison to Altoona Chamber of Commerce. Term expires 12-31-13.
 
Michelle Sloan

Michelle Sloan became a Councilperson in October of 2006. She was reelected in January 2009 to her second term as a councilperson.
She is currently, or in the past has been involved in the following organizations:

* Chamber of Commerce Board Liaison
She is committed to responsible growth in our community and youth sports programs.
As a resident of Altoona since 1991,she has volunteered many hours in PTA, Altoona Little League, & her church. She is a previous preschool teacher and is currently an administrative assistant at Willowbrook Elementary. Term expires 12-31-13.
