Project Updates

Progress
Phase 1 is substantially complete. Work to be completed includes street lighting installation and punch list work.

Phase 2 started Monday, September 18th with pavement removal west of the railroad tracks. Upcoming work includes pavement removal east of the tracks, storm sewer installation, and boring water main under the railroad. Iowa Interstate Railroad will be in to do track and crossing repairs mid-October and to make signal and arm upgrades at the end of the project.

Traffic Impact

This project is using the same detour route as the current 1st Avenue Reconstruction project which uses 1st Ave N, 2nd St NW, 5th Ave SW, 8th Street, and 14th Ave SE/NE 80th St.

Project Overview

Description
The project includes the reconstruction and widening of 9th St NE from 1st Ave N to NE 80th St.

Location
Phase 1 includes 9th St NE from 1st Ave N to the east approximately ½ mile.
Phase 2 includes improvements to the railroad crossing including signal upgrades, trail crossings with signals and arms, and water main and storm sewer improvements. This part of the project was broken out of phase 3 due to funding sources.
Phase 3 includes 9th St NE from NE 80th St to the west approximately ½ mile, excluding the Phase 2 railroad crossing work.

Purpose
9th St NE as it exists today is a two-lane rural road with narrow shoulders and multiple hills that cause sight distance issues. Future industrial development is driving the need for this road to receive some attention. 9th St NE between 1st Ave N and NE 80th St will be reconstructed in three phases.

Phase one will reconstruct the west half of this section of 9th St NE with a three-lane curbed roadway with the center lane being a left turn lane. The profile of the road will be altered to reduce the sight distance issues and increase safety for turning vehicles.
Phase two will make improvements to the railroad crossing within the Phase 3 project limits.
Phase three will reconstruct the east half of this section of 9th St NE, including improvements to the railroad crossing. This will also be a curbed three-lane cross-section.

Expected Traffic Impacts

Road Closures
Phase 1: 9th St NE will be closed from 1st Ave N to the east approximately ½ mile.
Phase 2: will close 9th Street at the railroad crossing.
Phase 3: 9th St NE will be closed from NE 8th St to the west approximately ½ mile.

Detour Routes
The detour route for the current phase utilizes 1st Ave N, 2nd St NW, 5th Ave SW, 8th Street, and 14th Ave SE/NE 80th St.
